School buses

Why do school buses have to stop at every block?

Can't the kids group up every few blocks? It took me nearly 20 minutes to go 8 miles because I got stuck behind a freakin' school bus that stopped at every freakin' corner for 3 miles.

WTF?

I wonder if that affects their gas consumption? Maybe there should be a study on this and it could help trim the school budget if buses don't have to stop and start so often?
